Back-end work in preparation for some exciting updates to the referral management of coreplus. 

Updated the list of suburbs and postcodes.

Fixed: Some provider numbers were appearing as valid in coreplus, but are not valid Medicare issued provider numbers. This has been fixed: We've updated the validation to better match the numbers Medicare actually issue.
